Default A good rogues gallery

What does a superhero's rogues gallery need to be good, be it for a human such as Batman or one as powerful as the Green Lantern?

What they need? An interesting motive, a good design, needs development and progression as a character and needs to have some uniqueness.

I always thought it had to do with being unique, but now I guess it's the fact that your Rogue's Gallery will have changed the character in many ways and actually become their own collective rather than being Support for the Main hero.
