it says this in the sidescrolling words

Dem Bones maybe, but I'm assuming that Crime Alley would not since it was a major perk to those who purchased the CE. I'm thinking they would keep that map exclusive to the CE.

if i've learned anything from my experiences with games, it's that CE "exclusive" content usually always somehow ends up as DLC sometime later down the road.

I would think it would be something that would be useable for everyone. Some people already have the Dem Bones and/or Crime Alley maps, so making that DLC would be useless for some people and there might be minimal backlash. I'm sure Dem Bones and Crime Alley will be up for sale eventually.
