Could anybody possibly tell me how to get the Bruce Wayne bio or just take a pic of it?

how do you scan wayne tower it is like 20 miles off in the background

You scan it, by holding the scan button, scan the logo, by the way.

make sure you zoom in by clicking the right analog stick... and that you're standing near the graveyard.
