I'm running low on creative ideas ... There is an actual npc in Deus Ex called Rene. Where is he?

I remember the conversation with the bum in the subways about democracy being suited for small communities, but I can't remember the reference in DX2 off-hand. I'd wager it was either Paul or JC who brought it up in a conversation somewhere.
