Region Free?

hi thought i would make a post for this topic.

On another forum jaywalker seemed to confirm that the 360 version was region free meaning you can buy it anywhere and play it at home.

One thing that got me thinking though is which side decided on this?
after sony announced PS3 is region free has this scared microsoft causing them to enourage publishers to make there games region free since the 360 is actually a region free console.
or was it eidos descion maybe because the 360 version was finished at the last minute & with the low delay in release dates maybe thought they wouldnt need it.
