Great problems with some display!

When I open up the diplomacy screen it disappears and I can't see what I'm clicking. Same thing happens when I click to construct building or train troops.
I tried defragmenting my computer but it didn't take away the problem so I tried re-installing but the problem is still there...I need help

I have the same problem as you accept when i run the game all i here is music then when i go to the starting page it is just a black screen i click blindless and then i go into the campaign thing and then you can see the map flashing every 10 secs i think this is because of scratches on the cd
