No one really knows (... maybe the dev team ). So it is open to speculation and I think, it's Alex Denton. This fanatic mob won't help him/her to get rid of the biomods, but would choose the quick and easy way of "cleaning" the world of him/her

Yes, maybe. But what about the dirty boots? They are muddy, as if the one who's wearing them had kneel down to shoot - it fits more to Alex. On the other hand ... white pants

Probably it is one of the "traitors" that he talks about in the movie. A scientist would make sense because he would be associated with technology and therefore be a threat to the Templar agenda. Or it could just be any intellectual. Somebody who stood up and tried to tell the people that they should rise up against the Templar...as a result, they attacked him and hanged him. Much like in A Brave New World, when the Savage took the Soma away from the Deltas and told them that he was going to free them, the mob didn't understand his speech and lunged at him.
