After finding Paul in hotel, I go to the NSF hQ taken over by UNATCO. The goals state that I hack the computer on the roof to send the message or have the computer on the 3rd level unlock a hatch on the 1st floor to find the code for the computer code on the roof. My question is: what is the code for the computer on the 3rd floor?

There is a code key on the roof, next to the computer, use that to get into the computer room on the second floor, there you will find a data-cube with the code to the third floor computer. But be sure to vent the gas out of the room before you try to access the computer.
