Exactly. The port does not determine the speed at which a card can run video image, but it CAN be a "bottleneck". The PCI port can only transfer data so fast - on slower cards, like 32mb and slower, there is no difference in performance. But as cards got faster and faster, the bottleneck of the PCI buss speed made making faster cards for PCI pointless, and so the latest cards are not even available in PCI - it would be like shoehorning a dragster engine into a decrepit old Yugo.
