Still getting heat in completed settlements!

For some odd reason, many of the settelments I have completed (International airport, small airport where civilian learjets are, also big mountain military base where the frozen lake is) are still giving me heat when I enter them and enemies are still spawning!!

How do I fix this!? I want these bases for myself!!!

I think it's not a bug or anything. Even military bases are sometimes empty and sometimes not, and personally, I wouldn't like to stop getting heat and have nothing to kill at some point in populated areas

Yeah it varies. Some completed bases are empty and sOme aren't
