An FPS issue since the stuttering patch has been released.

Hey guys, well, thank God the stuttering patch is finally out, but I am having a slight issue.

My FPS was steady after the lag wave was over WITHOUT the patch.
Now, with the patch, the lag wave is much less noticeable BUT, the FPS drop, and all settings are as they were when the game ran smooth, is very very noticeable, when in Detroit. (I did not test this in other hubs).
Once again, all of the video settings are the same as they were without the patch, when it ran smooth.

My computer:

AMD Athlon 3000+ 1.8ghz single core (please do not comment about it, it ran the game absolutely smooth before the stuttering patch!)
1.5GB Ram
ATI Radeon HD5750 1GB DDR5

Same here.Am using a high-end spec(phenom ii x4 955, 4gb and hd 6950 ) yet before patch the game used to shutter.Now after patch the framerate drops massively at certain parts and i cant even change the video settings to high it stays at normal .
