Low GPU usage in SLI?

Hi, I love the game but I was wondering why its barely using my second GPU in SLI?

GPU 1 is always pegged at 99% like it should be, but GPU 2 never gets above 20-30%.

These are two GTX275s running a low 1280x800 gaming resolution with the latest WHQL 277.53 drivers from Nvidia. These cards are a bit outdated so the poor usage of the second GPU is sorely missed in wasted performance.

On all other games the second GPU runs at 90-99% so it seems to be a problem specific to JC2.

Is anyone getting good second GPU usage in SLI?

If this is a known issue and there are any solutions please post.
