Garrett is a misanthropic and cynical loner. He doesn't need friends, they just get in the way of his profession. A friend equates to feelings, and if he has someone he's that attached to they can be used against him in some way. He's completely devoted to his work. That's not to say he isn't capable of compassion, but he seems to keep feelings locked away for the most part.
Cutty was a reliable fence and likely offering him a higher price for the Bafford scepter than he could get with other pawns. Losing a regular supplier of jobs and income likely didn't sit well with Garrett, so it was financially wise to break Cutty out of Cragscleft. Basso was an associate at most. He broke him out for a shot at his sister, but he likely was not looking for a committed relationship. He has needs just like any other man. He helped Basso break out Jenny because she was locked up in a manor that provided satiation for his avarice. I doubt he considers Basso an actual friend as every interaction seems to benefit Garrett in some way. Viktoria is where things get legitimately complicated. My best guess is Garrett had developed some feelings for Viktoria through their working relationship. He still displays outward hostility towards her most of the time, but this could be part of his cold and cynical nature. Keeper Artemus is what I would consider the closest thing I've seen to Garrett considering someone a friend, though it's a very cold and stand offish type of friendship. Artemus seems to legitimately care about Garrett and I think he knows it, but once again Garrett's just not someone who is capable of wearing any sort of emotion on his sleeve. I am also a loner, (as opposed to lonely), because I choose to be so. I have my true friends, those I know I can rely on as they know they can rely on me. All others are simply associates that know little of my personal life, I may sit and chat but not about anything personal like I would with my true friends. Having friends of both sexes can sometimes be a problem if you are married due to jealousy from your partner and possible accusations of affairs etc. Since I like a lot of time to myself, having a partner actually feels restrictive.
You can go out when you want, come back home when you want and get as drunk as you want without getting the third degree. You can also go out and buy a big cream cake and scoff the lot yourself without feeling guilty about not sharing it. ![]() In this I can really identify with Garrett. Being alone does not make him an unhappy person, quite the contrary because it is what he enjoys. EDit: Another way I can identify with Garrett is that I have been told that I am nocturnal. It's true, I love darkness and actually have extremely good night vision. That means I pay for it with headaches when I have to go out in daylight because it hurts my eyes and in bright sunlight, I squint so bad that my eyes are almost shut.

Garrett's a criminal in a pretty miserable place so it wouldn't make sense for his character to be a social butterfly. He's led a hard life, an orphan, raised by an austere secret society, I doubt he is very socialized. He's pretty crusty but he shows sentimentality once in awhile. I think it's implied he has acquaintances in the underworld.

Loneliness is subjective. Especially for those people who have had little to no healthy human relationships. You can't miss what you haven't experienced, nor would you want to. Normal people who get along with others, have girlfriends/boyfriends and generally trust others tend to view all that as a natural normal occurrence, that all people should, or would want to somehow conform to. And the people who can't or won't conform to that norm can't understand why that is the case. Some people don't care that they're alone, or the possibility that they'll always be alone. And some people can even find it comforting. I think Garrett is one of those people. If Garrett's relatives in a family party would start asking Garrett "Why don't we ever see* you with anyone?" -He would just answer with a question: "Why do I always see you guys with people?"
