Yes, they don't happen often, but if you play by the AI's rules, they can happen.

Once, I got some heat, and I ran off of the road as a jeep and some motorcycles came driving around.

I waited behind a hill on the side of the road, and when my heat was gone, I observed as men in the motorcycles left. There was one last guy and his jeep, and as he was about to get back into his vehicle, I grappled him to the jeep and whipped him to death.

The mood was also perfect b/c it was at night during a thunderstorm.
