Default Anyone noticed the Bus picture?
That it is at Panau International Airport...look at the background, either that or a place that is near identicle. Even compare it to the 474 picture. Hmmm? Hmm?

It was spawned by a PC mod.

Lol, and it's not in the airport, it's Panau City, looks like Docks District.

It's not the airport, it's somewhere in the one of the cities. I had found the exact location at one point when looking for it.

It not spawning is a bug and you'll need a patch before you'll be able to find it.

That person who took the picture used the BM mod on PC. (making any vehicle available, including the LL)

And that isn't the ariport, like someone already said it's in the city.
