No surround sound?!

I recently bought Just Cause 2 in hopes of taking advantage of a sick surround system and graphics card.
Im using spdif for my audio connection and it works fine with anything else.
Just with this game, its only outputting stereo and theres no option to enable 5.1.
Ppl keep talking about how amazing the sound is on this game, and yet for me, its only in stereo, what gives?
oh im running windows 7 64 bit.
please helpp.

Just wanted to clear this one up.
The problem was, my sound card didn't have DDL (Dolby Digital Live).
Had to spend $110 bucks on one with DDL and it works just fine!
