Default Soldiers still present in 100% military bases?

Sorry if this is a stupid question, but are there really supposed to be soldiers in military bases that I've completed to 100%? There aren't as many soldiers, but I only have to be there for a few seconds before I'm spotted and get heat. Same with the PBC skyscraper - I've gotten the settlement there to 100%, finished the Reapers mission where you blow up the satellite dishes, but the military still appear on top of the building. If this is intentional, what's the point of completing bases aside from chaos and collectibles?

Maybe I'm just thinking of JC1 where they made a big deal of driving the government out of each settlement you finished...

It is annoying sometimes, but yeah when you 100% a settlement it's still technically owned by the government. There aren't as much enemies though, and at really small settlements like communication outposts there should be no enemies at all.

Yes it's very annoying, one of my favorite bases is the one in the mountains with the real long cable car ride, but I have to fight a running battle each time I visit despite it being completed, I reckon after you complete them to 100% the factions then visit regular for clean up.

It would make more sense if when you completed a base 100% the faction for that area moved in to the base. Area of influence doesn't seem to have any influence in the game

What would be even cooler is if the faction and government soldiers were having a constant battle there

Taking over settlements in faction owned territory should help increase the factions area of effect, but it doesn't, I think doing their quests does that. All taking over a town does is give you more chaos as a reward, it would be nice if it made the area safe to travel through. I therefore don't always 100% a town if I don't feel like getting any agro, I just steal all the collectibles as I figure I will be back again 1 day.

I find in hit & run episodes, after getting heat, I get less agro if I grapel flying through 100% zones in my escape route

The fact the enemies are still in the locations I have completed is (for me) just another chance for a good firefight!
Also with new incoming DLCs this "heavy population" is the best way to grant us still a lot of fun!
