look very carefully from 1:00 to 1:03 and he crashes his helicopter into a tank that looks like a treaded one but it looks like it has wheels

Thats the apc, it has 8 wheels and a turret on top. Its in the demo at the larger military base.

Ever heard of mechanized infantry? None of the tanks in Just Cause I had any treads btw.

Mercs did. Maybe they patented that in game tech so no other company could use it. Or maybe the avalanche physics engine couldn't "handle" it. Some of you may know what I mean when I say that.
