Grapple will not connect to medtal ring in pool house (manor)

I get though the first several steps and cross the room to do the grappled wall run, and the grapple doesn't connect to the metal ring hook. I aim at it and the grapple deploys but it doesn't stick. I can still grapple other rings like the see-saw but I can't connect to the ring for the wall run. I've even tried to run+jump+grapple. Has anyone else experienced this?

What I have found is that when a grapple won't grab a ring that appears
to be a sure thing, it usually means that maybe some thing that was
supposed to be done first, wasn't. See if you can find the problem using
one of the many walkthrough's that are available.
