To make a flare last a long time edit the properties of the "lit flare" and change the Tweq-Delete Rate to -something like -30 for a one minute flare, -20 for a 3.5 minute flare, -10 for a 6.5 minute flare, or -1 for a forever flare. You'll have to save a custom gamesys after that.
