Fatal DirectX Error 15

So I just bought Just Cause 2 last night and tried to load it up and got Error 4. I realized i needed DX 10 or sbove so i downloaded DX11 and installed it. But I'm getting error 15. I've got the most up to date drivers for my graphics card and i installed the end user run-time package. I think my graphics card might not support DX11 but Intel's website doesn't tell me. So if anyone has a link to DX10 for Win7 64 bit that would helpful and i could try installing that and seeing whether it works or not. My comp specs will be posted below. Thanks in advance,

GFX Driver version 8.15.10.2622 date: 1/10/12 Thats really the updated driver???
