Can't get past the first loading screen (Steam)

I bought JC2 in early 2011. I could play it just fine. Earlier this year, I moved the Steam file (and all the games) to my external HD.It still worked. Recently, it stopped working.
Every time I start the game, I can't get past the very first loading screen. The game doesn't crash, it just gets stuck on that screen. I've tried reinstalling three times, to no avail.

Did you try disabling any virus protection prior to the reinstall? Have you tried re-installing to the default location to see if the issue continues?
