Graphics issue

So recently I started playing the game on pc everything was great... have a pretty powerful rig so the game looks great wityh all the settings turned up..however after playing for while..I was messing around with mods...and then graphics and textures started to pixelate...as if the game could not load them...if you were to stand on a patch of concrete in game it also looks like round shadows are flashing over the concrete... i assumed i had screwed with the stability of the game...

however i deleted the mods and returned everything to normal and still no help.....
.i also un installed and reinstalled the game..no help
I assumed i needed a new graphics card...so i took two of them and sli bridged them...no help

its really weird and i cant figure out what the issue is..any help would be appreciated
