how to use the harpoon above water?

hi guys,

ive played C2 online with david (the one with the green posts )
and i noticed that he can shoot with the harpoon above water. i cant. i dont know why and ive already tried the hot key (L) but i just cant let it work. anyone knows how to solve this?

Supposedly if Fins is under water and selects the harpoon he can go out of the water and use it once on land since it was the last weapon selected. More hassle than its worth.

if its the last weapon used (underwater) then you can select it by using the control button
