So it makes sense that he doesn't have a symbol on his Sarafan armour - he didn't have the wings until later. Of course, this implies that he had changed his clan symbol fairly recently before the Soul Reaver introduction .

I don't think Raziel's symbol changed at any point. None of other symbols changed after lieutenant's evolution steps, and they all hinted their owners' evolution path (and I don't think anyone would bother to update the flags in the Sanctuary after Raziel's fall). As Rahab's armour shows their evolution was "hard-coded" from the beginning.
So I think it's Raziel's wings looking like his symbol rather than his symbol looking like his wings.
