Default Just Cause 2 Crash

Hello,
I've been having seemingly random crashes that I THINK I narrowed down.

I am playing on all the lowest settings possible. The game was working great for a while I started the racing mission in Panau city (where you have to drive on the highway for 25 checkpoints; it's a 1 star mission). The minute I get off the offramp and turn left, my game crashes. It's incredibly frustrating as I'm stuck doing this mission and can't go anywhere else. I noticed that the timing doesn't matter. I have fully updated drivers on Win 7.

Any help would be greatly appreciated.

It verified the files, found no problems, and downloaded something anyways. Unfortunately, it didn't help. I noticed that I think it has to do with my XYZ coordinates. I accidentally hit something coming off the ramp and saw the next target. Usually, I'm already crossing into the next block. This time I saw it and everything was fine. When I crossed to the block, that's when the game crashed.

Just an update on the situation:

I keep clicking verify and it keeps redownloading the executable. Someone else on the Steam forums complained about this, but it didn't seem to get resolved.

Also, I have since aborted the race mission, was able to do another two mission successfully, and now it keeps crashing at the same place in a different mission. This is incredibly frustrating.
