From above. It's actually an isometric perspective, not overhead, though. There are a few screenshots that George Maciver took earlier in this thread. A few--like the one that shows Lara from behind--are from cut scenes, but the ones that show Lara moving through the level are actual in-game screenshots.
The camera does shift around a bit and moves closer/farther away, especially in the co-op game, when two characters are on screen at the same time and you need to see what both are doing.
