I am new to the tomb raider games. I am stuck in the cold house, not sure what to do. Not sure what switches they are talking about.

Any advise would be helpful

I believe you need to pull the two switches, then following on you need to crawl under a wall, when you come out you will see two flashing lights above. With your full health you need to throw the grapple and swing from both flashing lights. you will then land on another wall, there is another switch, pull it and you can exit the cold house. You will need to move quickly when you pull the last switch.
