Here is a video of me passing "A New Life" from Blood Money in 1:53 with 3 witnesses and 1 extra kill. It's my fastest run so far with the least amount of innocents .
I added some jolly ol music to it too

Must try that! My favourite way is to drop two mines behind the van.....blow up the van, then get at least 3 or 4 FBI agents with the second one. Switch to silenced SMG with rapid fire and shortend barrel (magnum of course) and quickly deal with the rest of the agents who run out of the house. The I load up the long silverballers with magnum loads and walk into the house. shoot the guy through the door of his hideyhole, go to the bathroom and take out the wife. exit and get the tape from the van and away you go.

Violent I know, but quick and nasty.

So far my personal best is in "Til Death Do Us Part", where I can get the mission done in 4min 14 secs, S.A. No guns, no witnesses

Can also get a S.A. rating in Amendment XXV in under 8 minutes, again with no weapons brought in, and no shots fired. Its a nice trick to take out both targets and get out before anyone knows what happened

Just finished the game at normal having never taken a weapon on a mission or fired a shot during any of the normal missions - think it will be alot harder to do in Expert and Pro...
