how do u do peacefull annextion

i cant do it, ive got consulate from the prearevelution stage and i have 100% sympathy for portugal, i dont Know how to do peacefull annextion, please can some one tell me how

If your playing an unmoded game, might be a bug that happens once in a while, at least to me it has. Try to liberate a neutral country or if you have money perhaps buy them off?

yeah but how do i get them to join me, ive got 100% sympathy with them and it is neutral countrie

They should join you automatically if you have 100% with them, like I said in my last post, it might be a bug that ive see happen, Im not sure if anyone else has had that experience where sometimes you have 100% but they never join. Years and years go by and nothing.
