is there a certain place to drop it and do you have to kill the chief outside or inside the restuarant

It was a long time since I played this but as far as I remember, it didn't matter where you dropped it, as long as it was in the restaraunt. I think you could drop in the bathroom too.
Also, just to clarify, it was not a special action such as "place bomb". You should just take the item out from the inventory and drop it on the floor. (there was a key or command for that, I forget.)

Answer to how to drop it in hitman 3: contracts

go to the table on the 2nd floor, an action will appear in your menu like for example pick lock appears. Select that action to place the amulet.
