Does anyone know if you can kill JoJo in the NSF warehouse with the generator in it? Sandra Renton says he hides out there but I can never find him.

Nope. JoJo doesn't actually show up until you head back into the 'Ton after being sent to Hell's Kitchen to broadcast the message to the resistance groups from the NSF building's now UNATCO-occupied warehouse antenna structure.
