No sound when facing an NPC (PC version)

I use headphones and whenever I directly face an NPC (or other sound device) I can never hear the audio, I always have to turn to hear them. This has to be some kind of surround sound issue but I don't see any options anywhere to change the setting. This is the only game that does this, every other game has no issues.

I'm having the same issue. It happens with other sound sources in the game as well.
