Civilians cars: If you get in front of them, they blow the horn non-stop

Is this the way they made it, where if you get in front of the car, it's like they press the horn, and not get off it. It's an endless horn when they blow it. It's not that annoying, but I just wanted to know if it's normal.

They hold it forever until you get out of the way.
