As to your second point: There are three flavors of the tool, vB Dark, vB Light, and HTML. The first two should work for anyone anywhere since they use only vB Code to achieve the effect. The third will work only on boards with HTML enabled -- even mods and admins can't get around that.
Spoiler:This is the HTML tool in action, but it doesn't work on forums with HTML disabled, even for mods.
