Well, first you need a hero/villain as the main character. Then there needs to be a plot, setting, and other characters you will use. Thirdly, maybe read up on that hero a bit more. You can use my fan fic as inspiration, just because I wanted to focus on the main character(s) and how they react to one another. Leaving a cliffhanger at the end. My fan fic is in my signature, The Creeper: The Underdog. (And the fan fic is color coated too! :D)

If you want to use Solomon Grundy (Just assuming) maybe look for some good reads on him. Drazar could most likely help you out with that, if not, I will see if I have any comicss with him in it.
