On the other side were is the lock door, above it, there is a vent and you will go through it to that doctor office..

There isn't an electric door in this room.

Sorry I made a mistake. Not electric door. You go to the corridor with the locked door, where you crawl through the vents to get to the cell with "dizzy" riddle there is a vent high on the opposite wall to grapple from there you walk across the top of the room to the Dr's office.
