We have a sea in the city, right? So, I think we may have sirens or sea creatures something like that. Maybe these creatures became a legend among folk, though they are real.(sunken vessels because of sea creatures, treasures that guarded by sirens etc.)
I think it would be nice but what do you think? Should we have sea creatures or is this unnecessary?

I don't think thats a really good idea. We already have the Kurshok as something like that, they're some kind of fishpeople.
And the Thief universe is rather unique as a fantasy universe in the way that it's fairly human centric, and that magic seems to be a rare thign that's not seen that often. There are a few other races, but they stay in the background and are not seen often either, for the most part. Adding more races might open the door for making it more generic, in the end you might end up with having the generic orcs and elves somewhere and everyone and their dog being able to use magic as in most other fantasy games.

While I say sea creatures I mean real sea creatures. They are able to act only in water.So, they are not like Kurshoks. Besides, we have a few sea missions in each game,so they are rarity.There is no danger to turn a fantasy game in this case.

I disagree with this one. The current ratio of upright bipedal fish people and animals, walking statues, plant creatures, and undead to people used in TDS is about right for me; no need to change it.
I'd say Thief, as of DS, is still "low fantasy": everyone isn't carrying magic weapons, fantasy creatures aren't everywhere underfoot, the population is largely human, and there hasn't been a single dragon-- all the marks of "high fantasy", like D&D :). I'm for keeping it that way.

More intelligent creatures like Kurshok, I think should be left out. However, things like Burricks, just beasts and animals I think can be expanded upon pretty easily. That aspect of the world has barely been touched. I know I wouldn't be sad if they added swimming back (Please christ, do it) and made no actual barriers where you couldn't swim past in the ocean, but a big sea monster that just comes and devours you.

Yes, this is more reasonable than invisible annoying barriers.
And I thought this for sea creatures: They are not real enemies that we should face it. We may hear their annoying voices, we may see them from far away or we can carry a talisman that put them away from us (just for one time, one mission). Just adding atmosphere.

This is a good idea. If that happen we can have sea creatures(ok, maybe not sirens but it can be something else as jtr7 said.)

The "sirens" could be female kurshock. We never saw those. They might as well look decent compared to their male counterparts.

maybe not sirens but some sea creatures will be good... squid people maybe?
