They keep shouting **** like "Stop!" and "This is the police!", even when I'm in the air or when nobody's around. WTF is happening?

Yeah, all versions of the game seem to be affected by this. Just shoot 'em, that seems to silence them.

Its probably because you haven't blown them up yet, but on a serious note its because the Guerilla are talking over the mic to the Rioja or the Government, you will notice when they say it they go into combat, because enemies are near.

Dude if they are in a green helicopter don't shoot them down Many people dont know this but the police in the green helicopters flying around are actually your guys!
