So we can guess batarang throwing and maybe some gel explosions on vines and whatnot.

The thing is alot of these villains can't be considered more than thugs with extra hp + damage boost. Zsasz, Deedle dum & Deedle Dee, Mothman, Ratcatcher all come in mind for those candicates tbh.
