It's a move that utilizes the metal tips at the end of your cape to slash an opponent thus it "stuns" the person. I am not sure if any other move for the stun motion will be added.

How does it disarm thugs? It just stuns them.

Think of it like a block/guard breaker in a fighting game. Basically a quick sharp attack that leaves enemies "open" for a short second allowing get in with the regular (harder) attack and start a combo. This will be useful against thugs carrying pipes, bats, etc. as they may use those to block. The stun button would cause them to stop blocking for a second or drop the weapon allowing you follow with a regular punch because they're open.
