Can't pick weapons?

For mission four (Torpedo sumthin') I can't choose which weapons I want to equip after the mission briefing. It automatically starts the mission. Is this normal or is there something wrong?

I believe it's normal. I don't think you return home after the preceding mission. He just stays in Russia to get the others done, so all you have is what you took with you for mission 2.
