Help please

Every time I try to run the game it crashes with this error:

'Cant find file for Package Effects'
History:UObject::Safe Load Error<----Uobject::Static Load Class<-----Init Engine.

By the way,i'm using Windows XP.

Sounds like a bad installation. Uninstall the program, defrag your hard drive, reinstall the program, and defrag again.

How do I defrag?

Windows has a built-in defragger. If you haven't messed around with your menus, it should be under Accessories/System Tools.
