Collection item glitch?

Hey guys, im trying to pick up the collection item at the statue of Mendoza southeast of Guerrilla 32, in Mendoza City. However, i have searched scrupulously at the blue dot and I just cant find the package! anyone have any tips for this one?

This is very common with another one next to a factory, it definitely is there, the chances are the main places where it is is either on top or on the ground, it wouldn't be on his arms.
I'll go on it later, if i find it i'll report back.:D
