So this is confusing. Why are there guerrillas standing next to government controlled areas, but all they do is give me fing side missions. I want to take the place over!!! Some times I go to them and we liberate, other times they just want me to blow something up, I know once a place is liberated all you can get is side missions... but i got a ton of unliberated areas still (I am only Alferez), but i cant liberate them because they are only freakin side missions. the manuel that came with this game is the most vague last minute piece of crap i have ever read, anyone notice the spelling errors in it?? not that i should talk I am sure i got spelling errors in here too. Thanks.

some places are more heavily guarded and you need to get further in the game to be able to liberate them , for example mendoza airport you need to complete the game (that's the big airport), and for big military bases for example la perdida you need to get at least 3/4 through the game.
the further through the game you get the more liberations you can do.:D

the region has to be politicaly unstable or you to be able to liberate settlements (inckuding ROJA)

If you complete the game almost all of them will be on politically unstable status and that helps a lot.;)

I want to take the place over!Yes the manual is fairly vauge compared to some, but if you look closer you will find the answer to your question on page 12 under Rewards.
"*Mission Rewards
Completing main missions unlocks new agency safehouses, which contain new vehicles or weaponry. Opening up a new safehouse also triggers the destabilization of the province in which the safehouse is located, allowing you to begin it's liberation."
To sum it up shortly, any province that is highlighted red is available for liberation as it has been destabilized by completing the story mission in that province (which understandably stirs up local trouble).
I will add that this is pretty sound game structure and also gives you the option of doing side quests BEFORE stabilizing a province, which is quite an added challenge. It would be nice if there were choices of difficulty modes though.

If you want a black jet then make sure the bottom island is unstable and then as you go up to it , BE PREPEARED!as the jets will appear and WILL fire missiles so you have to dodge them to nick their jets.:D

The safehouse near the big city you steal the armored truck from (mission 16 I think) is stocked with a BS. I didn't realize I had not destabilized that province yet and went into the city with the BS. I quickly got surrounded by attack choppers and they blew it up in no time. Now that I've completed the armored truck mission I'm going to give it another go.

Just dont get shot. Well I managed to take over that settlement and province in one quick sweep with the Ballard Scout. I just kept moving and used mostly it's machine gun and occaisionally the tank shells. I also had fun taking over the big central airport on the shore using the Delt Chimeara attack chopper at the Babylon safehouse (Agency #5).
I now have all but 6 provinces stabilized, full rank with the Guerrillas and second to highest rank with the Riojas with 4 story missions left.
I'm not sure what you mean by "the big island out at sea". Most of the big islands are close to the others rather than out at sea. Where is this province geographically located? N, S, E, W, etc).
The best attack chopper I've seen so far is the Delt Chimeara. I also saw a couple jet fighters at a military base I took though, but can't remember which one it was.

With the guerillas i absolutely love the stinger gp which you win.
It is so cool!
The best attack chopper is the walker ah-16 hammerbolt but the delta is pretty close.
The island which i mean is at the bottom of the map on the right , it is an island with a small lake in it which can be seen from the map.
It is absolutely infested with enemies when grey (gov stable), and jets fly by over it , if you manage to get on the ground hundreds of tanks come after you.
It is sooo much fun.

Yeah that's Mendoza's little hideout. After a brutal 1st attempt mostly on foot struggling to stay alive along the shore of that lake I got smart and beat part 1 very quickly with no health or ammo loss. I may make a video of it. It's ridiculously easy if you're patient at the start. Part 2 is pretty easy also, beat it the 1st try.
I am however struggling with part 3 as I have not flown the planes much, but I'll get it eventually and I'll have full health and ammo when I greet Mendoza's goons aboard his flying castle. I may try shooting down all the SAMs and bogeys first just for fun. His plane flies slow as molasses anyway.:D

is it part of the last mission or is it just an easter egg

is it part of the last mission or is it just an easter eggIf you mean Mendoza's island, It's definitely part of the last mission.
(Highlight this spoiler text to reveal)
Getting to him on that island is Part 1 of a 3 part mission, but they give you chances to save after each part. The only bummer is you are stuck with the health and ammo you end each part with, as there is no time to restock at a safehouse. That's why I prefer my method for part 1.
The only tricky thing really is geting on Mendoza's big commercial jet from the jet fighter you acquire in part 2 (Sheldon and Kane drop it off on the beach airstrip you start part 2 with after Mendoza flees). You aren't allowed to use the grappel gun, you have to carefully fly the fighter above Mendoza's plane, adjust the speed to match, hover close until the distance meter reads 0 (from what I've read) then perform an exit/jump stunt. Obviously the hard part is getting into position without crashing and you have bogeys on your tail while doing so. It's definitely the hardest stunt you will probably encounter in the game.
Part 2 is easy and fun though. You get to track down 3 missiles that are launched with the awesome jet fighter while dodging bogeys, which is not as hard as it sounds really.

I love flying that jet.
But i hate the bogeys who shoot you as you are going to the missiles location to kill it.
Getting on the plane is easy though.;)

LOL, I just realized it's silly that we're using spoiler tags because some of the threads here have detailed the whole last mission.
I thought taking out the missiles was easy because of a few things. Though they're fast they are traveling a long and fairly straight route. They are also highlighted with markers so you know just where they are. That combined with the auto target lock makes it easy to dodge the bogeys and still time your zeroing in on them. The bogeys shoot pretty badly unless you stay in one spot at slow speed too long, and since the missiles are moving fast that isn't an option anyway.
A couple things made it deceptively hard for me to board Mendoza's plane though, as what I had read about it deceived me in a few ways. First I read that you need to be positioned exactly and pretty much 0 meters from his plane. Then I read that you have to press E, then Space to board it, which is the biggest piece of crap advice and really screwed me up. Then I read the bogeys stop shooting at you when you near his plane.
In my experience the longer you take to get in perfect position over his plane the more you will take damage from the bogeys. I had no problem flying the Comet with precision and stealth on the way to the plane, even hugging the highway and taking out SAMs, choppers and jets along the way.
Following that crap advice though thinking I had to match speed, fly above the left wing, hover within less than a meter, and press E\Space to enter it was driving me crazy. Then I realized Space is a jump off vehicle key and it's probably E\E to enter. I easily made it my very next try with no health loss.
Of course it's really my fault for panicking and reading a walkthrough in the frist place after being intimidated trying to get into the palace on foot. I found even the part 1 advice was bad except for the waiting in the escort chopper to hitch a ride, which is the only thing I read that made sense.

You have a point there.
I find that if you go fast and fire millions of rockets at them they are obliterated in one fly over therefore you can kill of the rest and kill mendoza in the best plane.
