360- Using satellite uplinks to save

I have completed chapter 3 of the mission and several side missions at this point, and have been able to save upon completion of the story mission. However, I can't get the satellite uplinks at safe houses to save my game. I have targeted the uplinks and tried using all the keys as well as going to the start menu, hoping an option was avaiable there. Can someone help me. I feel stupid even having to ask this newb question.

are the safe houses you go to unlocked?
some safehouse are unlocked and you can use them and save your game there but if there not you can't save your game there or stock up on health or ammo.

I have the same problem I'am trying to use satellite at first safe house but it's kinda disabled I can take ammunition and weapons but sattelite simply doesnt work for me... :(

I'm not a genius but i think i know how to solve it and thats simply to get another safehouse and the new safehouse should have it working... i think.
