How do I use the grappling hook? (PC)

hell no its not dude, I use it ALL the time to hijack vehicles. its better then shooting the hell out of the vehicle to get the driver to get out and run away, not to mention damaging the vehicle and possible raising your wanted level.

Yep.
The faster the car goes the higher you can fly.
