Guerrilla safehouses: how to get them?

How can I get rewarded with Guerilla safehouses? I checked the relation ranking on my PDA, and so far, they didn't list any safehouses as rewards. Only the Rioja has the safehouses as rewards.

Guerilla safehouses are unlock by taking over the settlement that theyare near, next to. All Guerilla safehouses are linked to a settlement.

The only Guerilla safehouse i cannot unlock is the one in the partas the last few story missions.
