Another way to steal the helicopter, albeit a little more half-assed, is to: complete the first mission, drive down to the military base, keep killing militants/cops until you have built up a lot of ammo (just nice to have lots of extra bullets for future mayhem), after a couple minutes a helicopter will come to take you out, get in a car and build up speed to parachute out, jump to the helicopter and get the hell out of there before you get shot down by anti-aircraft missiles in the area or another helicopter.
