I just got the Green Beret in my possession and am trying to go from building to building using the wires and after getting frustrated, looked on the web and have been told you can do that, but I always get seen by all the troops. Why put the wires there if you can't even go on them without getting seen?

As always, you need to time when you climb the poles to the wires. If you are seen when you actually climb then the guards will start shooting. When you reach the wires without getting seen, the enemies will not spot you afterwards, as you'll move around. Same goes with getting into the house by the windows. If you are seen by someone inside the house, he will raise the alarm. The key is timing.
